UUCAN Ballot Guide - Fall 2026
Below you’ll find our 2026 Ballot Guide.
We have made recommendations for ‘yes’ or ‘no’ votes, based on our shared UU values of Interdependence, Pluralism, Justice, Transformation, Generosity & Equity, with Love at the center!

Amend. 81
Law Enforcement Reporting Requirements (...)
NO**
Anyone charged (not convicted) of a crime & not carrying proof of citizenship can be reported & arrested by ICE w/o due process. Promotes racist profiling, eliminates right to due process. We’re called to oppose racism & all forms of systemic oppression.
________________________________________
Amend. 82
Right to Natural Gas
NO**
Enshrines the right to natural gas in the CO constitution, exacerbating environmental racism and injustice, increasing pollution, forcing all ratepayers to subsidize fossil fuels. We want a just transition to clean energy.
________________________________________
Amend. 83
Constitutional Right to Hunt and Fish
NO**
Enshrines the right to “harvest fish/wildlife by traditional methods.” Unnecessary. Would interfere with wildlife professionals’ ability to support healthy wildlife populations. Likely to be contested in court (expensive). We value interdependence & support democratic processes.
________________________________________
Amend. 84
Mail Ballot Voter Identification
NO**
Would require voters mailing in ballots to sign & provide an additional form of ID with their ballot envelope. Colorado has the gold standard in voter participation and election security. This measure makes our elections less secure and discourages voting. We encourage participation in democracy for all eligible voters.
________________________________________
Amend. 85
Plain Language Ballot Questions
NO**
Claims to ensure ballot questions are easily understood, but actually strips provisions that alert voters of tax changes impacting individual, state & local budgets. We support informed voters as part of the democratic process and equity.
________________________________________
Amend. 86
Congressional Redistricting
NO**
Seeks to (in effect) lock in the current Congressional map & impede Colorado from redistricting in response to partisan gerrymandering. We have a duty to protect democratic processes & the will of CO voters.
________________________________________
Amend. 87
Graduated Income Tax
YES
Would establish a graduated income tax range from 3.7%-8.4% & remove the uniform tax rate requirement from the Taxpayer's Bill of Rights (TABOR). We believe those who can afford to pay more for public services should do so, honoring our value of equity.
________________________________________
Prop. NN
State Public K-12 Education Funding
YES
Would allow the state to invest money it already collects in K–12 public education: more teacher pay, lower class sizes, access to career & technical courses, etc. Additional money to schools supports every Coloradan and our future. No new taxes will be collected.

Prop.132
Penalties for Fentanyl Crimes
NO**
Projected to substantially increase overdose deaths in Colorado, killing ~1,718 Coloradans and costing
taxpayers $433 million in the first 5 years (by increasing prison costs of convicting an additional 900+ people per year). Would not decrease drug use or sales. Simply providing or possessing a substance containing any amount of fentanyl would be punishable by a mandatory 8-32 years in prison. Violates our values of justice,
equity & human dignity & furthers the Prison Industrial Complex.
________________________________________
Prop. 133
Penalties for Human Trafficking of a Minor
NO+
Would broaden the scope of human trafficking to imprison people who did not know a person was a minor (this behavior is already illegal) and who gives the minor anything of value (like buying a girlfriend dinner), requires mandatory life without parole sentences, and remove judicial discretion regardless of circumstances in human trafficking cases. Opposed by victims rights groups because it would criminalize vitcims. It would increase the number of people in prison and the CO State budget deficit. Violates our belief in the inherent worth and dignity of every person & furthers the Prison Industrial Complex.

Prop. 134
Male and Female Participation in School Sports
NO+
Would require sports teams to be sorted by "biological sex," defined in a way that misrepresents human biology. Transgender & intersex athletes (K-12 & collegiate) wouldn’t be able to play on teams that work best for them socially. ALL girls in sports, cisgender and transgender, would potentially be subject to invasive exams with no
parental oversight or appeal. We support trans & intersex kids & youth by honoring their identities & needs.
________________________________________
Prop. 135
Prohibit Certain Surgeries on Minors
NO+
Would make gender surgeries on kids under 18 illegal for trans kids, regardless of what the doctors, parents, or children themselves want. Takes healthcare decisions away from parents and medical professionals and gives it to the government. Text is overbroad and includes care provided by chiropractic, physical therapy, podiatry, pharmacy, dentistry, psychology, mental health therapy, and other healing arts. We believe that children,
youth & their families should be able to make informed decisions about health care with their doctors.
________________________________________
Prop. 136
Income Tax Rate Cap
NO**
Would establish a 4.4% cap on all regressive flat tax rates, burdening low and middle-income households. Amend. 87 must receive more yes votes than Prop. 136 to pass (voting No here helps Amend. 87 pass!)
Promotes regressive fixed tax rates, a form of economic injustice, violates our values of equity & justice.
________________________________________
Prop. 137
Sporting Goods Sales Tax for Conservation
NO POSITION
Would reserve sporting goods sales taxes for new water, land, forest, wildfire prevention & outdoor recreation fund, rather than refunding revenue under TABOR. Favorable for conservation efforts, but it bypasses the discretion of the legislative/budgetary processes. Conservation is needed for the interdependent web of life; at stake is the legislature's ability to meet budget requirements. UUCAN takes no position.
